Abstract:

On September 21, 1999, a devastating earthquake measuring 7.3 on the Richter scale has caused thousands of deaths and damaged over ten thousand buildings in Taiwan. Due to the mudslides, villagers from the Chingshui village of Chungliao township in Nantou county were forced to move out from their homes. They were seeking a place to rebuild their home and get away from the fear. Unfortunately, they have encountered many obstacles caused by the disordered policies and conflicts between people.--Visible Record
